Overview

***This position will be physically located in The Marshall Islands in support of LOGCAP*** 

Under supervision of the LOGCAP V (LCV) Kwajalein Atoll Task Order (TO), the Supply Chain Director will have full authority and responsibility for the overall effective management and allocation of the personnel and resources necessary to meet all contractual compliance requirements involving management and execution of Task Order Logistics Management support functions involving Materiel Management and Property Management. Supervises the Task Order Logistics Management Directorate (LMD) Leadership Team and provides overall leadership and management to a multi-cultural workforce. Has responsibility for overall problem resolution, planning, execution, and leadership of the LMD support functions across the Task Order. Interfaces with local USG Representatives as the primary Vectrus point of contact for all Logistics Management support functions involving materiel and property management requirements. Directly responsible for daily management, supervision, and performance of all Logistics Management operations. Operational oversight includes locations on Kwajalein Atoll, Hawaii, Travis Air Force Base, and Oakland. Works closely with the USG Staff and organizations across the Area of Operational Responsibility (AOR) to ensure proper coordination and communication occurs to enhance overall mission accomplishment. Works with other Task Order Senior Leaders to ensure successful completion of LOGCAP contract operations. Ensures Task Order compliance with established Federal and Host Nation environmental regulatory standards, guidance, and requirements, as well as LCV contractual compliance requirements. Designs, implements, and maintains support strategies and executes efficient and effective Logistics Support programs ensuring continuous improvement, leveraging Best Practices and ensuring system compliance with applicable regulatory requirements and Customer or Contract specifications to drive industry best-in-class capabilities and culture. Consults and collaborates with LCV Program and other Functional Leaders to understand business needs and key metrics, prioritize projects, and provide solid results in order to maximize Customer satisfaction and achieve financial goals. Influences all levels of Leadership to embrace Employee safety, contract performance excellence, and continuous improvement as a part of their job with a relentless focus on delighting the Customer. Candidate must demonstrate exemplary management and leadership capabilities, especially in the areas of collaboration, Team building, talent development, fiscal and human resources management, logistics acumen, and process improvement. The Supply Chain Director respects and responds to the Voice of the Customer (VOC); leads the LCV Kwajalein Atoll Task Order LMD Program Team to the highest level of execution and compliance with LCV Performance Work Statement (PWS) requirements. Ensures alignment of the LCV Kwajalein Atoll Task Order Logistics Management support requirements with the vision and goals of Vectrus and the supported Customer.

Responsibilities

Supervise, delegate, implement, manage, and sustain the overall LMD Team.
Review compliance reports, develop documentation, conduct presentations, and provide oversite in the establishment and execution of LCV Logistics Management policies, procedures, and LCV Program deliverables, as applicable.
Plan, coordinate, administer, and oversee all LMD Management Team Functional Program support activities.
Coordinate with Kwajalein Atoll Task Order and Customer Sr. Leadership.
Develop LMD office budgets and accounts for expenditures in coordination with the Task Order Management Team. Analyze trends and identify and build executable and sustainable action plans to improve LMD Team initiatives and performance and ensure LCV contract compliance.
Performs other leadership duties and assignments, as required.

Qualifications

Preferred Education/Certifications:
Bachelor’s degree or equivalent in Supply Chain Management, Business Administration, Business Management, Operations Management.
Experience and training in Lean Six Sigma, with Black Belt Certification preferred.
Experience with and/or training in ISO 9001 and Quality Management.
Project Management Professional (PMP) certification preferred.
ASCM CPIM or CSCP, or ISM CPSM certifications preferred.
Proof of COVID Vaccination 
To be qualified for this position you must comply with the requirement of the Republic of the Marshall Islands (RMI) to be fully vaccinated for COVID-19, as defined by the RMI, prior to entering the Marshall Islands.  As of now, to be fully vaccinated for COVID-19 you must have received the primary series of either two doses of Pfizer BioNTech Vaccine, two doses of AstraZeneca/Oxford Vaccine, two doses of Moderna Vaccine, or one dose of Johnson & Johnson Vaccine, and received the vaccine booster after the final dose was administered.  This definition may change in accordance with RMI guidelines.  Compliance with this directive is an essential function of the position and is a condition of employment.  You may request an accommodation based upon your sincerely held religious beliefs or medical condition.
Experience:
Twelve (12+) years of related progressively responsible experience with significant direct responsibility for Supply Chain, Logistics, Property, Materiel, Quality, Safety, Risk Management, and Project Management.
Ten (10) years previous Management experience.
Twelve (12) years specialized experience in progressively responsible positions encompassing the following: understanding of operational planning, logistics, data management, transportation, distribution, warehousing, inventory management, demand management, life-cycle management, planning, and supply chain synchronization.
Leadership skills and knowledge of the organization and functions of highly effective Logistics Management Team.
Effectively manage a Property Management System of Government Furnished Property (GFP) and Materiel (GFM).
Experience in materiel management, operations management, application of industry standards, process improvement, planning and execution, and enabling technology application.
Should be familiar with Army Regulations and Federal Acquisition Regulations.
Skills
Extensive military experience in Supply Chain, Materiel, Property, and Logistics Management and operations or equivalent civilian experience required.
Must have Military or industrial Supply Chain Management training and experience which provided a broad and comprehensive knowledge of the theory, principles, and methods required to plan, track, and execute a robust Logistics Management Program.
Strong working knowledge of Microsoft Office Suite of software applications.
Prior Quality and/or Logistics management experience in the Military at unit or installation level.
Excellent oral and written communications skills.
Ability to handle a fast-paced working environment.
Ability to be flexible and handle changing requirements.
Physical Requirements:
Light Work – Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
