Overview
Logistics Management Specialist (LMS) serves as a senior supply and inventory management expert with acute knowledge including subject matter expertise in property book accounting methodologies with duties including, but are not limited to: planning, directing, and coordinating logistics operations encompassing functions such as inventory management, acquisition, warehouse management, traffic management, transportation, and disposal of Class I-IX supplies. The incumbent will be responsible for identifying and communicating deficiencies, conducting inventories, and preparing reports of survey, as required. The LMS may interact with Department of Defense (DoD) senior leadership and may serve as the central clearing house for all logistical support as directed. The incumbent may be required to deploy to austere, permissive or non-permissive locations as directed in support of operational requirements. When deployed forward, the LMS may serve as the primary point of contact for all logistics support issues and advises or assist the Client on operations and logistics requirements. The LMS may also function as the forward deployed liaison for Client headquarters logistics staff at home station articulating and expediting logistical and operational support required to support the deployed elements. When at home station, the LMS may augment the headquarters logistics staff serving as a logistics manager or staff officer performing duties supporting field elements and will assist the on-site Program Manager as the task lead on various projects.
Responsibilities
Perform day-to-day contractual and programmatic management of the contract and all task orders.
Execute property book accounting methodologies with duties to include: planning, directing, and coordinating supply operations such as inventory management, acquisition, warehouse management, traffic management, and disposal of assets.
Advise and assist the Client with managing enterprise acquisition and procurement operations.
Purchase Class I-IX supplies, assisting the Client evaluation of requirements, and developing standard operating procedures supporting contingency and mobility operations.
Ensure hand receipt holders are assigned to assist with Client Activity Supply Coordinators (ASC) and Alternates in Financial and Accounting Software (FACTS) training.
Provide guidance to Department of Defense hand receipt holders and ASCs on all matters pertaining to property accountability reporting in Defense Property Accountability System (DPAS).
Develop schedules and conducting inventories to ensure that they are completed in accordance with existing policies.
Maintain support document files for all real property and Government Furnished Equipment (GFE).
Complete, process, and maintain Financial Liability Investigation of Property Loss (FLIPL) reports.
Assist with writing/updating Standard Operating Procedures in property accountability.
Ensure the customer has clearly identified the disposition of property being turned in.
Perform day-to-day contractual and programmatic management of the contract and all task orders.
Works with a framework of established supply regulations, policies, and procedures and in the resolution of issues encountered in the process.
Conduct maintenance of historical files, administrative adjustment reports, receipt, issue, and transfer documents.
Execute property transfer, receipt, storage, and issue activities (including but not limited to posting and editing documentation within the Defense Property Accountability System (DPAS)
Advise the Client in preparing budgets.
Perform basic functions to place orders with suppliers and to ensure delivery schedule requirements are achieved.
Maintain purchase order files and document control.
Provide accurate receiving and unreceiving of purchase orders.
Plan and coordinate supply operations involving multiple functions as property accountability, inventory management, warehouse, utilization, reutilization, and disposal of Class I-IX supplies.
Plan, direct, and coordinate the Client’s Central Issue Facility (CIF).
Receive, transfer, inquire/research assets in DPAS to advise and inform primary hand receipt holders, Stock Record Officer (SRO), and Property Custodians in the utilization of DPAS
Troubleshoot and analyze atypical problems, conditions, and inquiries about logistical and property accountability programs
Inventory assets in warehouse benchstock to ensure counts on weekly reports are accurate
Coordinate with Property Administrators, Stock Record Officer, APO to implement program execution and policy. Complete all logistical activities and property accountability functions.
Oversee material management and supply, property accountability and record controls, requisition processing, and simplified acquisition.
Provide advice to management staff in solving logistics problems
Coordinate and maintain the location of the items, both in the Client’s Inventory Management Property Book systems and in the warehouse.
Conduct full life cycle property control for new equipment or equipment Found-on-Installation (FOI) from acquisition to disposal and administered property management tasks to ensure compliance with established Federal Acquisition Regulation (FAR) and agency policy and regulations relating to property.
Inspect, document, receiving, coordinate, and facilitate movement of supplies, equipment, vehicles, and other Class I-IX supplies.
Oversee materiel management and supply, property accountability and record controls, requisition processing, and simplified acquisition.
Provide advice to the Client in solving logistics problems.
Coordinate with Government logistics services for transportation of property to the Client’s operational platforms.
Validate and ensure material readiness.
Perform analysis of equipment on-hand requirements (Class IX, VIII, VII, IV, and II) identifying potential shortages.
Requisitions material to meet requirements.
Conducts inventory preparations, documentation, and reporting.
Ensure compliance with all properly authenticated directives within established guidelines.
Identifies equipment status to include completeness, serviceability, and accountability.
Perform other duties as assigned to meet organizational/operational objectives.
Qualifications
Minimum Qualifications
Education:
Ten (10) years’ of related work experience qualifying for the respective position and possession of a High School diploma, or five ( 5) years’ of related work experience qualifying for the respective position and possession of a relevant Associate’s college/university degree.
Certifications:
Must have Valid U.S. Driver’s.
Be licensed and able to drive a manual transmission non-tactical vehicle (SUV, pickup truck/9 passenger van).
Certificate to operate Material Handling Equipment (MHE) – DESIRED
Current HAZMAT certifications – DESIRED
Current Commercial Driver’s License – DESIRED
Pass customer specific training and certifications
Experience:
Able to operate a 1-ton truck, pallet jacks, certified to operate 3000 pound forklift – PREFERRED
Use Mobile Scanning Devices (MSD) – DESIRED
Previous or current experience including MOS certification training with MOS 92Y (Unit Supply Specialist) or equivalent
Trained, certified, and experience in using Defense Property Accountability System (DPAS) – REQUIRED
Trained, certified, and experience in using Property Book Unit Supply Enhance (PBUSE) – REQUIRED
Trained, certified, and experience in using Global Combat Support System (GCSS-Army) – REQUIRED
Previous or current experience as Unit Supply Clerk, Unit Supply Sergeant, Battalion S4 or equivalent.
Experience in using Financial and Accounting Software (FACTS) – DESIRED
Travel:
Must be worldwide deployable, often to remote, austere permissive and non permissive environments
Clearance:
Must have an current, adjudicated, and active TS/SCI security clearance w/Poly. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information.
Knowledge:
Must have in-depth knowledge and understanding of Property Book procedures, warehouse operations.
Must be thoroughly familiar with the requirements of this SOW.
