Job Summary:

Raytheon Missile & Defense (RMD) is seeking to expand the Formative Assessments team within the RMD Program Design & Planning organization. The successful candidate will be a highly analytical, data driven, attention to detail individual that engages with stakeholders, and facilitates closure of actions/commitments.  This position will be responsible for conducting Internal reviews for the IMS topic in support of the Gate Evaluation & Management (GEM) system and serve as a backup auditor in support of Joint Surveillance and Internal Surveillance audits as needed.  This candidate will work closely with the RMD Process Manager; Formative assessment lead and collaborate with Subject Matter Experts (SMEs) from other functional areas to identify, recommend, and implement process improvement opportunities, ensure alignment with all internal policies and procedures in IRs, and government audit requirements.

Responsibilities to Anticipate:

Lead special focus projects to address systemic areas for improvement related to audit findings and tracking actions to closure.

Lead and support RMD Process and Formative Assessment lead as needed in review & administration of planning best practices for Internal reviews or Joint Surveillance Reviews/Internal Surveillance Reviews (JSR/ISR) audits

Provide appropriate technical consulting, interfacing, analysis, and training for control account managers, IPT leads, PMs and program personnel on all technical data associated with the IMS

Contribute to development and implementation of policies, procedures, standards, and training relating to the creation, maintenance, and management of IMS

Mentor and train planners and program teams on JSR/ISR IMS compliance

This position is full-time remote with the potential for travel when needed.

Qualifications You Must Have:

Bachelor’s degree and 8 years of professional experience in Program Planning or Scheduling or Project Management OR in absence of a degree 12 years of relevant experience. – An advanced degree in a related field may be substituted for additional years of experience as follows: Master’s is equal to 3 years of experience.

Prior experience in lead role for JSR/ISR audits – Intimately familiar with applicable Government regulations, especially pertaining to program planning and Earned Value compliance.

Prior work experience using software designed for creating and maintaining an Integrated Master Schedule. (MS Project, Primavera, Open Plan, or similar scheduling software)

Prior work experience with Earned Value Management System (EVMS) or similar business process

Prior work experience developing Integrated Master Schedules (IMS) and/or evaluating critical path and/or workflow

The ability to obtain and maintain a US security clearance. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance.

Qualifications We Value:

Prior work experience with Integrated Product Development System (IPDS)

Demonstrated ability to facilitate the effective integration and maintenance in the IMS of technical, schedule and cost in an EVMS environment

Demonstrated ability to understand the program technical and programmatic solution and lead integration and modelling of that solution into the IMS.

Demonstrated ability to collaborate with Planning and functional organization SMEs to support their program teams

Demonstrated communication skills across multiple organizational levels

Understanding of hardware and software development life cycle, exposure to agile methodologies

Demonstrated ability to manage/lead/teach and support proper scheduling and EVMS techniques, principles for project personnel or teams of varying size and backgrounds.

Demonstrated ability to understand different perspectives and ask right questions ensuring IMS integrity

Be able to identify and drive process improvement, ability to work with the team to develop solutions and solve problems.

Previous project management experience and/or project management certification.

Familiarity with APEX financial systems

Project Management Professional (PMP) Certified by the Project Management Institute (PMI)

The salary range for this role is 94,000 USD – 196,000 USD; however, Raytheon Technologies considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, education/training, and key skills.
