Job Summary:
Raytheon Missiles & Defense (RMD) is seeking a Senior Manager, Program Management (INDOPACOM Global Patriot & SMGBAD Offset) who is ready to take on a new challenge with a high degree of responsibility in a growing and evolving business environment.
This role requires an ability and willingness to travel internationally on short notice. The selected candidate be responsible for the execution of multi-million dollar offset projects within the INDOPACOM Global Patriot & SMGBAD offset portfolio. This candidate should possess significant program management knowledge and have a thorough understanding of international business and cultural acumen.

Responsibilities to Anticipate:
Execute daily program management and cadence such as risk review boards, Earned Value management, customer reviews, IPT/CPT reviews, failure review boards, program management reviews (PMRs), staffing reviews, and decision reviews to achieve contract commitments.
Prepare, revise, update, and monitor required documentation and analysis in compliance with contract requirements, Integrated Product Development System (IPDS), Earned Value Management System (EVMS), corporate and business policies and procedures.
Directly support the program risk and opportunity process in accordance with specific financial goals and obligations.
Establish and maintain key metrics which will act as critical process indicators for the programs and organization to track designated offset performance requirements.
Optimize processes and practices and contribute to country strategy considerations resulting in value-added capability insertion opportunities.
Establish and maintain strategic relationships with industrial base, government and authorities in assigned countries.
Ensure on-time delivery and on-schedule performance for offset projects. This includes providing performance metrics to the programs supported, identifying corrective actions, and taking the necessary steps to resolve the issues to ensure quality, schedule, and cost requirements are achieved.
Utilize collaborative communication skills to engage cross-functional teams regarding program issues, team skills shortfalls, gaps and concerns and relay them to upper management to achieve program results.
Provide strategic thought leadership to develop innovative offset solutions, resulting in achieving business and enterprise goals.
Leverage current and/or prior experience and demonstrated in-depth knowledge of international business environments, and industrial partner/government customer networks.
Support the negotiation and implementation of offset agreements and adjacent business opportunities.
Qualifications You Must Have:
Typically requires a Bachelor’s degree and 10 years of prior relevant experience OR an Advanced degree and 7 years of relevant experience is required
Experience leading cross-functional teams
Experience balancing technical, cost, and schedule constraints
EVMS Certification and/or relevant experience such as a Control Account Manager (CAM)
Leadership experience in either an IPT organizational structure and/or an IPL (Integrated Program Leadership) construct
Project or program management experience
The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
Qualifications We Value:
Master’s Degree in business management, finance and/or technical
Strong program management skills and ability to convert business requirements into an executable plan, ability to develop and execute business plans
Experience working on risk/opportunity management, earned value planning/tracking/reporting and metrics management
Proficiency with PMX tool suite or similar program management systems
Work experience in an international environment
Demonstrated ability to develop effective relationships with international customers
Be a self-starter with an entrepreneurial mindset, able to balance multiple priorities and manage multicultural dynamics
Strong critical thinking skills, ability to exercise independent judgment and manage complexity and ambiguity in a diverse cultural environment
Demonstrated ability of cross-functional leadership within a geographically dispersed team
Skilled in communications, team building, and conflict resolution and relationship management to create an effective partnering environment that includes credibility, respect and trust
Prior experience supporting development, production (including production control) and/or sustainment programs – especially in the Patriot product area
Familiarity with DCS Contracts
Working knowledge of offset policy and guidelines
Collaborative and influential decision maker

Additional Details:
Location Information: This position is a hybrid role and will require the ability to work onsite. The selected candidate will report into the Tewksbury, MA or Tucson, AZ location.
