Job Summary:

Raytheon Missiles and Defense (RMD) has an opening for a Manager, Program Contracts in the Strategic Initiatives portfolio within the Air Power strategic business unit.  In this job, you will be responsible for the leadership, management, and administration of a diverse portfolio of contracts on the StormBreaker® Program.

The position will be well suited for a highly motivated, well-organized person who enjoys working in a fast-paced, collaborative team environment. This role will support the various phases of the program lifecycle which may include production, development, sustainment, integration, and FMS.  Responsibilities include working closely with the Contracts Lead, Program Director, Senior Program Managers, Chief Engineers, Proposal Manager, Business/Estimating and Supply Chain to construct, submit and negotiate pricing proposals; providing support to senior management regarding contractual and business issues; ensuring that negotiated terms and conditions comply with company policies; advising management of contractual rights and obligations and possible mitigation of contractual/program risks; examining and understanding cost structure estimates of labor, material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness.

Please note that this role is anticipated to be remote, with the occasional travel or in-person engagement.

Responsibilities to Anticipate:

Analyze Request for Proposals (RFPs)
Conduct proposal reviews and coordination.
Negotiate contracts (may include commercial Terms and Conditions)
Review estimates at completion (EAC)
Support program management and execution reviews
Provide general contract administration support.
Work closely with the Program Directors, Program Managers, Chief Engineers, Business/Estimating, and Supply Chain to construct, submit, and negotiate pricing proposals.
Provide guidance to senior management regarding contractual and business issues.
Ensure that negotiated terms and conditions comply with company policies.
Advise management of contractual rights and obligations and possible mitigation of contractual/program risks

Qualifications You Must Have:

Typically requires a bachelor’s degree in business, finance, or related field and 8 years of prior experience, OR an Advanced degree and 5 years of experience OR In absence of a degree, 12 years of relevant experience is required.
Three years of applicable business experience upon start date
Experience with US Government contracts
The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Qualifications We Value:

Knowledge of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)
Effectively manage a high volume of proposals and priorities
Contractual acumen with proficiency in contracts fundamentals
Ability to understand the financial aspects of contracts and risk quantification.
Demonstrated ability to develop effective relationships with customers and internal partners based on understanding, teamwork, and trust.
Experience working is a fast-paced environment, where prioritization is required to be effective.
Proven record of responsiveness with strong time management and organization skills
Related contract administration experience including hands-on proposal preparation and contract negotiations with the US Department of Defense (DoD)
Significant knowledge of contract formation with a broad understanding of alternative terms and conditions and related Raytheon policies
Ability to draft and negotiate complex agreements, including offset project agreements, teaming agreements, and long-term supply agreements.
Effective team player with proven ability to lead and teach/mentor.
Ability to adapt to changing environments/situations.
Familiarity with Other Transaction Agreements, Intellectual Property, license agreements, or teaming agreements
Juris Doctor or MBA a plus

The salary range for this role is 94,000 USD – 196,000 USD; however, Raytheon Technologies considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, location, education/training, and key skills. Hired applicants may be eligible for benefits, including but not limited to, medical, dental, vision, life insurance, short-term disability, long-term disability, 401(k) match, flexible spending accounts, flexible work schedules, employee assistance program, Employee Scholar Program, parental leave, paid time off, and holidays. Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.
