We have an exciting opportunity for a Manager, Contracts who wants to work on dynamic pursuits and contracts range from small to large Contract Research and Development (CRAD) programs with numerous internal and external customers.
Success in this position is defined as being a business partner with the assigned teams. Enablers for success include being able to effectively multitask; familiar with DoD contracting; and demonstrate good communication skills to be able to interface with all levels of internal and external customers.
What You Will Do:
You will be responsible for participation in the requirements analysis of Request for Proposals (RFP) / Broad Agency Announcements (BAA), proposal strategy reviews and coordination, contract negotiation, contract administration, non-disclosure agreements, and other business agreements. Our contracts are Cost Plus Fixed Fee (CPFF), Firm Fixed Price (FFP), Firm Fixed Price – Level of Effort (FFP-LOE), Time and Material (T&M) and Other Transaction Agreements (OTA). Additionally, you will work as a collaborative team member with Program Managers, Engineering, Finance, Supply Chain and Legal to:
Construct and submit proposals to win new business
Negotiate terms and conditions
Negotiate cost and price
Advise management of contractual rights/obligations
Manage contracts after award
Skills and Requirements:
US citizenship is required as this role requires an active DoD Secret Clearance
Demonstrated experience working with FAR and DFARS and other government regulations
Aptitude to review RFPs, proposals and contractual documents for contractual requirements and risks
Ensure proposed solutions meet customer requirements and meet company policies and standards
Ability to lead proposal and contract negotiations to achieve business objectives while ensuring customer needs are met.
Experience in performing as key contributor during the pre-proposal strategy, proposal development, negotiation and start up phases of programs
Experience with multiple contract types (CPFF, FFP, FFP-LOE, T&M, OTA)
Experience in generating and negotiating proposals/contracts
Effective change management on contracts
Experience in Microsoft Suite (Excel, Word, or PowerPoint)
Desired Skills and Requirements:
An active Top Secret clearance
Experience working in closed areas
Experience developing and maintaining high-performance relationships with internal and external stakeholders and customers
National Contract Management Association (NCMA) certification
Required Education:
Typically requires a University degree and 8 years of stated work experience or an Advanced degree and 6 years experience.

The salary range for this role is 94,000 USD – 196,000 USD; however, Raytheon Technologies considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, education/training, and key skills.
