We are looking for a Principal Specialist, Contracts who will support our Space and C2 Systems Product Line as a key contributor to the Space Intelligence, Surveillance & Reconnaissance (S-ISR) Mission Area. The duties will include the integration of new contracts, RFP assessments, capture and proposal plan, contract negotiation, customer engagement and collaboration and contract administration with the U.S. Government and Prime Contractors.
What you will do:
Work closely with Program Managers and other functions that may be geographically dispersed, to construct, submit and negotiate proposals
Provide day to day oversight and administration of multiple classified programs of varying contract types
Provide support to key team members regarding contractual and business issues
Act as interface for Contracts with Program Management and external customers (Contracting Officers/Contract Specialists or Subcontract Managers)
Support and interface with internal functional organizations (Finance, Engineering, Quality, Supply Chain, Pricing) in the daily administration and proposal process
Prepare, submit and negotiate proposals and incorporate into the contract; perform TINA sweeps, prepare confirmation of negotiations
Provide support to new business initiatives, creation and negotiation of Proprietary Information Agreements and Teaming Agreements
Be responsible for compliance within the areas of contract set-up, deliverables, invoice tracking, cash collection, internal/external reporting and audits and closeouts
Ensure negotiated terms comply with company policies
Advise stakeholders of contractual rights and obligations and mitigation of contractual/program risks
Skills and Requirements:
Must be a U.S. citizen and possess an active U.S. Top Secret/SCI clearance on the first day of employment
Minimum 5 years of relevant work experience in Government contract administration with various contract types (CPAF, CPIF, CPFF, FFP, T M, OTA, Agile)
Exposure to the FAR, DFARS, ITAR, TINA requirements, terms and conditions
Capable of multi-tasking and handling several contractual assignments concurrently ?
Must be able to work self-guided with minimal supervision
Must be able to review and analyze RFP requirements and identify possible terms & conditions risks, develop fully compliant proposals and reconcile contractual documents
Exposure to financial aspects of contracts and other business arrangements
Effective communicator both orally and in writing
Excellent problem-solving and interpersonal skills
High proficiency in Microsoft Word, Excel, Power Point, and shared data bases
Desired Skills:
Agile and able to respond to dynamic priorities
Focus on responsiveness with strong time management and organizational skills
Contract administration experience with the US Department of Defense (DoD) or US Intelligence Community
Steady, thoughtful and mature under pressure
Ability to research and resolve compliance issues and formulate recommendations to stakeholders and the program
Growing business acumen with the ability to recognize risk elements in business transactions
Team player with strong interpersonal skills and ability to collaborate cross-functionally
Highly motivated and organized; customer-focused; with a positive and enthusiastic attitude
Required Education:
BA/BS in Business, Finance or related area and at least 5 years of experience in Government contract administration with various contract types or an Advanced degree in Business, Finance or a related area and 3 years of stated experience.

In compliance with Colorado’s Equal Pay for Equal Work Act, the salary range for this role is $70,000 to $152,000; however, RTX considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, education/training and key skills.
