The Engineering & Sciences (E&S) Leadership is seeking an Engineering Operations Manager 1/2 to join our team located in Woodland Hills, CA.  This position will report directly to the E&S Site Director. Applicants must be organized, detail focused, and results driven, and will be responsible for translating the organization’s vision into an operational reality. Applicants are also expected to have excellent written and oral communications skills and be able to create and deliver presentations to various levels of leadership.

The selected candidate will:

Partner with Division E&S Operations Manager to ensure alignment to Division Leadership strategies and priorities
Coordinate with E&S Discipline Leads and engineering OU business partners to ensure effective planning, staffing, and efficient functional engineering operations.
Collaborate with the engineering, BU and OU operations managers to ensure a strong partnership between E&S and Program leadership.
Collaborate with multiple functional organizations (Human Resources, Talent Acquisition, Business Management, Mission Assurance, Enterprise Services, Program Management, Facilities and Security) to define strategies that enhance operational effectiveness and efficiency.
Identify focus areas for improvement/streamlining, development and execution of engineering initiatives, and elimination of non-value-added activities in all levels of the E&S organization.

The candidate will support Site-level operations and requires a broad base of engineering knowledge in Systems Engineering, Integration & Test (SEIT), Software Engineering/Digital Technology (SWDT), and Hardware Engineering (HWE).  The ideal candidate will also have a strong background in business management & finance, program management, proven strategic planning and business execution capabilities, as well as the ability to work collaboratively across the OUs and other Division sites.

Duties and Responsibilities:

Establish & maintain the organization business rhythm – includes management reporting and information flow.  Improve operational systems, processes, and policies in support of the E&S mission.
Develop and support collaboration tools required for efficient and effective communication across all levels of the organization
Support staffing efforts including demand summarization, supply forecast planning, and retention activities to meet the labor goals required by the Business Units
Lead indirect budget management to include allocation, monitoring, reporting, and resolving discrepancies
Support or lead workforce development projects including training, mentoring programs, and technical growth initiatives
Coordinate and track all E&S capital projects from planning through project close out.
Coordinate and track engineering IRAD/ITA/CI projects from planning through project close out
Lead internal special projects to include Employee Engagement action planning and tracking, developing and monitoring performance objectives, personnel highlights, etc.
Serve as the Woodland Hills E&S training lead and support engineers and scientists with training matters

Basic Qualifications for an Engineering Operations Manager 1:

Bachelor’s Degree with minimum of 5 years of professional experience, 3 years’ experience with Master’s degree, or 0 years’ experience with a PhD degree

Preferred Qualifications

2+ years of project management experience and 3+years of technical experience preferred
Experience with MBE, Agile, and/or DevOps / DevSecOps
Experience with Confluence, Jira, and Agile framework
Background in engineering and be comfortable with planning tools (development and use) including Microsoft Project, SAP, Workday, Salesforce, workload forecasting tools, etc.
Active Secret Clearance

Salary Range: $112,000 USD – $168,000 USD
Salary Range 2: $134,600 USD – $201,800 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
