Northrop Grumman Mission Systems is seeking a Systems Engineering Manager 3 for the Engineering and Sciences (E&S) Maritime/Land Systems & Sensors (MLSS) team. This leadership role is located in Annapolis, MD and will provide enabling support for Oceanic portion of the Naval and Oceanic Systems Business unit.

What You’ll Get to Do:

The selected candidate will be responsible for Systems Engineering Integration & Test and Logistics (SEIT+L) department within the Oceanic Engineering organization and will report directly to the Oceanic Engineering Director. You will set operating objectives and provide mentorship to SEIT+L front-line managers based on Engineering goals, objectives, and company policy. You will also provide oversight and assistance to multiple programs within the BU portfolio, specifically the Undersea Warfare and Special Defense operating units; to provide the people, skills, and processes for successful achievement of program goals.

As the Department Manager you will be responsible for managing planning, risk, project performance, addressing schedule, technical quality, and addressing technical or operational problems when necessary. You will assist engineers and program staff to develop and maintain talent within the organization and have frequent contact with equivalent level managers and programs to maintain and exceed health and performance for all programs.

Performs technical planning, system integration, verification and validation, cost and risk, and supportability and effectiveness analyses for total systems. Analyses are performed at all levels of total system product to include concept, design, fabrication, test, installation, operation, maintenance, and disposal. Ensures the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints. Performs functional analysis, timeline analysis, detail trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software specifications

This position is approximately 50% functional organization management consisting of about 80 staff members across a wide range of experiences and skills, inclusive of 7 managers. The selected candidate must be able to develop 50% direct contract work coverage. This position will report on-site daily. We can accommodate partial telework, but this is dependent upon business/program/team need.

The successful candidate will lead a team of engineers ranging across one or more of the following engineering disciplines: Systems requirements definition and decomposition, Systems architecture, Systems Design, Integration and Test, Mission Engineering, CONOPS development, Modeling Simulation and Analysis, Acoustics, Logistics, and Training

Essential functions of the role include:

Provides ownership for the people, processes, and tools that support business areas and programs in achieving their missions.
Excellent communication, mentoring, interpersonal skills, and the ability to collaborate with senior management, peers, and employees.
Accountability for recruiting, staffing, and retaining talent to deliver on the objectives.
Supporting proposal work, independent technical reviews, program standup and audits, and special assignments on an as needed basis.
Owning and leading improvements across employee engagement, hiring, development, training, attraction, and retention of top talent.
Mentor, develop, and train front-line managers, and overall employee base.
Reviews and analyzes released engineering change data and coordinates changes with engineering, quality, support, manufacturing, and engineering data control activities.

Basic Qualifications:

Bachelor’s degree in Science, Technology, Engineering, or Mathematics (STEM) with 9+ years of related engineering experience (7+ with a MS, 5+ with a PhD)
5+ years of leadership experience in a related field
Strong written and oral communication skills
Experience briefing high level management, executives, and customers
Experience managing department finances
Active & current DoD Secret clearance with ability to obtain and maintain TS/SSBI.

Preferred Qualifications:

Master’s degree in engineering or STEM field
Certification or advanced degree in Systems Engineering
15+ years of related undersea/maritime/aerospace domain and/or defense industry experience
Demonstrated experience with one of more of the follow: maritime surface / underwater vehicles, structures, sensors, payloads, or launch and recovery equipment
Proven ability to lead and influence a high-performance team
General understanding of NG Engineering Processes, specifically systems engineering
Proven performance as an Engineering Leader in all phases of acquisition, design, integration, and execution. Candidate will require ability to rapidly assess and lend guidance to projects assigned to the organizational group as well as demonstrated mentoring and guidance to engineers.
Working knowledge and/or experience across engineering disciplines.
Experience on Undersea systems
Experience creating or growing sections/departments.
Experience managing an engineering team
Familiarity and experience with Modeling, Simulation, and Analysis to include knowledge of Model Based Engineering (MBSE), SysML, DODAF, MATLAB (Simulink), etc.
Experience working in Model-Based Systems Engineering tools such as Cameo, Rhapsody, ModelCenter, Ansys
Familiarity with Agile engineering, Jira, Confluence
Active TS Clearance with and in scope polygraph examination

This positions standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off. A traditional 8 hour per day work schedule is also available for those who choose to opt out of 9/80. This role may offer a competitive relocation assistance package.

Salary Range: $168,100 USD – $252,100 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
