The Consolidated Operations and Anomaly Support Team (COAST), a large restricted E2 O&M program, is seeking a highly motivated individual that will lead and manage the Agile Early Careers and Software Processes in collaboration with the SW Assistant Program Manager (APM) and SW Deputy Assistant Program Manager (DAPM). 

As the Agile Early Careers and Software Process Manager, the Software Manager 1 will be expected to develop and mentor a team of early careers engineers and be the primary contact for process documentation, preparing the software team for process audits, taking ownership of the team’s process documentation, and updating processes and documentation to reflect the new capabilities. They will also be responsible for strategizing, planning, and assisting with the Agile transformation of a large, restricted Waterfall-based software team and serve as the Scrum Master for an IT DevSecOps Scrum Team. The Agile Early Careers and Software Process Manager will perform all functional management duties for their direct reports, including career development/opportunity management, goal setting, promotion planning, execution of the annual performance review process, and providing regular performance feedback. The Lead can expect to spend 20-25% of their time on manager-related activities.

Candidate will also be expected to fill a 20% part-time functional Section Manager role and will be responsible for 6 – 10 junior software engineers. The responsibilities of the p/t section manager role include Support functional management activities such as staffing and workload forecast; employee engagement, mentoring and career development; identification and training of skills required to execute on programs; Participate in sourcing, recruiting, onboarding, and performance management

Basic Qualifications:

Must already possess an active Top Secret clearance
Bachelor’s Degree
Must be experienced in Agile and Engineering development lifecycles
Proven demonstrated early careers leadership skills and the ability to work effectively in a team environment
Proficiency of technical problem solving
Must be self-motivated, able to work in a dynamic team environment
Familiarity with process documentation and lifecycle audits
Familiarity with COAST customer, and developmental practices
Experience in handling documentation from classified to unclassified systems
Experience in Agile product ownership for a software development scrum team
Experience as an Agile Scrum Master
Experience and familiarity with Agile and SAFe methodologies

Preferred Qualifications:

Direct supervisory experience of a software development team and/or significant team leadership
Experience supporting a restricted program through the AS9100 Process Audit
An understanding of Northrop Grumman career development resources and processes
Familiarity with DevSecOps pipelines in classified and unclassified areas
Ability to obtain TS/SCI clearance prior to start date; an in-scope CI polygraph is preferred but not required

Salary Range: $123,200 USD – $184,800 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
