Northrop Grumman Space Systems, Tactical Space Systems Division is seeking a Program Manager 3 as the Deputy Program Manager 3 for a new large, complex capture development effort for our Space Intelligence, Surveillance and Reconnaissance mission in Dulles, VA. 

This candidate will support both the Capture Director and Program Director for this pursuit. 10-20% travel should be expected.

Roles and Responsibilities:

Lead program planning activities in support of new program offerings to meet emerging customer requirements.

Oversight and planning of program security and facility needs

Engage with Capture Manager to craft proposal strategy and develop compelling messaging that addresses the strengths of the Northrop Grumman offering

Duties include key elements of program management, strategy and business development, customer engagement, financial management and contract oversight and organizational/people management.

Support the “BAP” the Business Acquisition Process (BAP) to include strategy, opportunity shaping, identification, qualification, capture, bid, and keep sold activities

Provide capture guidance and assistance to our business development team to include activities such as: (developing competitive assessments, assisting in developing capture strategies, participating in bid and proposal activities, maintaining on-going interactions with all stakeholders that provide input to the program pursuit).

Basic Qualifications:

Bachelor’s Degree, plus minimum of 8 years of management experience or Master’s Degree with minimum of 6  years of management experience inclusive of program cost, schedule, and technical performance management.

Strong organizational, written and oral communication, and interpersonal skills to interface effectively with senior Government and military officials and senior executives within industry.

Knowledge of Earned Value Management System (EVMS)

Experience in space domain programs including hardware and systems with an understanding of programmatic, technical, and market details

Active Top Secret SCI Clearance.

Preferred Qualifications:

Proposal and/or capture experience

CAM experience

Project Management Professional (PMP) or equivalent certification.

Knowledge of Northrop Grumman internal processes, procedures, and organization.

Mission 1 experience.

Knowledge of Model Based Systems Engineering.

Salary Range: $176,100 USD – $264,100 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
