With Northrop Grumman, you’ll have the opportunity to be an essential part of projects that will define your career, now and in the future.Northrop Grumman Defense Systems is seeking a Senior Supply Chain Subcontract Specialist to join our GSC team to support the international business expansion Foreign Military Sales and Direct Commercial Sales of Defense related programs and work with international suppliers and program teams. As a Principal Supply Chain Subcontract Specialist, you will be responsible for managing subcontracts with suppliers that will provide products and services necessary for Northrop Grumman to support production systems delivered to our Customers throughout the life cycle of the program. You work with a sense of a sense of urgency; proactively engaged with the internal program office/contracts group and acts as lead when dealing with matters of subcontractor cost, performance and schedule.Key accountabilities and responsibilities include the following:
Administers existing subcontracts with minimum supervision 
Maintains, analyzes and updates subcontract records and supports financial forecasting
Maintains an awareness of regulatory changes and their impact on subcontract 
Engages in regular communications with subcontractors; communicates supplier status during sustainment and supply chain meetings 
Recognizes and communicates subcontract issues; collaborates with Subcontracts Management Team (SMT); facilitates meetings with subcontractors that to ensure areas of concern are being addressed and performance issues resolved 
Works to identify and negotiate additions, deletions or other modifications to subcontracts Statement of Works
Provide leadership during the execution of subcontract changes and follow-on subcontract proposal efforts and resultant negotiated subcontract agreements
Prepares, analyzes and evaluates bids and proposals to ensure they are compliant with company policy, program requirements and department operating procedures 
Provides leadership in the evaluation of single/sole source proposals as well as during competitive source evaluation and selection process.
Identify subcontract issues and actively participate in the development mutually acceptable solutions
Advise management of its contractual rights and obligations relating to terms and conditions and the incorporation of prime contract flow downs
Acts as lead negotiator in all subcontract actions assigned; Ensures procurement compliance with Corporate and Sector policies and procedures
Executes quick-react requirements identified by the program team in accordance with supply chain management direction
Basic Qualifications: 
Must have high school diploma or equivalent (GED) with at least 14 years of relevant experience
Will consider at least 10 years of relevant experience with bachelor’s degree or at least 8 years of relevant experience with Master’s
 Experience supporting different types of programs or product lines as well as contract types including cost types 
Experience working with subcontractors during all phases of program lifecycle 
Experience utilizing MS Office Suite, SAP and other business tools used in the execution of subcontracts management activities 
Strong organizational skills
Understanding of FAR/DFAR – ability to evaluate, negotiate and administer subcontract terms and conditions
Demonstrated ITAR compliance
Preferred Qualifications: 
Background working in Subcontract Management, with focus on subcontracting of international Goods and Services supporting US and International Prime Contracts.
Demonstrated subcontracting in Direct Commercial Sales and Foreign Military Sales environments
Knowledge of a program lifecycle and the sustainment support required from its supply base
Ability to solicit, evaluate and negotiate subcontract proposals
Experience with negotiation of international terms and conditions of contracts

Salary Range: $97,300 USD – $145,900 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
