Northrop Grumman’s Mission Systems (NGMS) sector is looking for a Manager Programs 3 to support the SABR (Scalable Agile Beam Radar) Operating Unit (OU) in Baltimore, MD.  The primary objective of this position is to direct all phases of US Air Force development program contracts from inception through completion and acts as primary customer contact in our prime contractor role for program activities. This is a high visibility role on one of the largest OUs in Mission Systems.

What You’ll Get to Do:

The Program Manager will direct all phases of the SABR Operating Unit’s USG (United States Government) development programs from inception through completion. Primary responsibilities are the management of cost, schedule, and technical performance of those programs or subsystems of major programs and include, but are not limited to:

Coordinating the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contracts and leads in the development scope formation, quotation and negotiation of contract and contract changes in coordination with the Air Force Customer.
Acting as primary customer contact in our prime contractor role for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
Establishing design concepts, criteria and engineering efforts for product research, development, integration and test.
Becoming intimate with customer needs and develops new business opportunities in concert with customer requirements that expand on currently contracted scope.
Establishing milestones and monitors adherence to master plans and schedules.
Identifying program problems and obtaining solutions, such as allocation of resources or changing contractual specifications.
Directing the work of employees assigned to the program from technical, manufacturing and administrative areas.

Basic Qualifications:

Bachelor’s Degree with 9+ years, or Master’s with 7+ years, or PhD with 4+ years of experience supporting U.S. Government contracts and customers and/or project management in other industries.
Experience with software mode development, integration and test and Operational Flight Program (OFP) development and delivery.
Experience executing hardware and software collateral secret and SAP security procedures and processes.
Ability to interface with the customer Develop Test (DT) and Operational Test (OT) flight community to shape radar performance and user operation experience.
Working with the existing radar research programs to transition from Technology Readiness Level (TRL) 6 capabilities to TRL 9 for application to platform integration.
US Citizenship with an Active Secret Clearance.

Preferred Qualifications:

Top Secret Clearance.
Current SAP/SAR clearances and/or TSSCI clearance.

Salary Range: $168,100 USD – $252,100 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results.
