Global Supply Chain Business Management (GSCBM) Manager 2 has supervisory or management responsibilities for Global Supply Chain (GSC) labor and material estimating, price/cost analysis reporting, and other supplier financial support functions. This position allows for strategic alignment of resources and staffing in support of Global Supply Chain and Business Management organizations, most notably Pricing and Estimating. Support Price/Cost Analysis of Subcontractor Proposals and ensure compliance to sector and FAR policies and procedures. Develop and support GSC Cost Estimates and obtain appropriate GSC approvals. Support proposal reviews and approvals. Support the NAR ICE process including the development of floor positions for negotiation approval. Develop and submit adequate GSC Cost Volumes. Support Customer proposal reviews, Customer Fact-findings and requests for information responses, DCAA audits, Customer negotiations, and sweeps. Provide guidance and support relative to GSC and Business Management Processes and procedures (Process Architecture). Ensure compliance with these procedures and to Federal Acquisition Regulations and cost accounting standards (FAR, DFARS & CAS )
Manages a segment of a program or a function. Responsible for the direct supervision/management of the staff. Responsible for providing objective-oriented direction to subordinates utilizing mgmt guidelines & general policies. Program Manager responsibilities include: planning and program performance addressing cost, schedule, technical performance, and quality of a work package, subsystem, or related group of work packages on a large system development-type contract or full responsibility for all aspects of program performance on a large delivery order or mid-size technical services-type contract.

Executes department procedures that typically affect individual employees within own department. Policy management: Interprets and executes policies and procedures that typically affect subordinate organizational units. Recommends modifications to operating policies.
Ensures that projects are completed on schedule and within budget
Accomplishes results through lower-level subordinate supervisors or through experienced exempt employees who exercise significant latitude and independence in their assignments. Often head a centralized functional activity.
Operations Involvement / Direct Work Involvement
Functions as an advisor to unit regarding tasks, projects, and operations. Becomes actively involved in daily operations only when required to meet schedules or to resolve complex problems.
Ensures that projects are completed on schedule and within budget. Erroneous decisions or recommendations or failure to complete assignments would normally result in serious delays to assigned projects resulting in considerable expenditure of additional time, human resources and funds.
Frequent contacts with internal personnel and outside customer representatives at various management levels concerning operations or scheduling or specific phases of projects or contracts. Conducts briefings and participates in technical meetings for internal external representatives concerning specifics operations.
Bachelors Degree with 7 years of related experience, or 5 years with a Masters Degree.
Ability to obtain and maintain a secret clearance

Salary Range: $105,600 USD – $158,400 USD
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
