The Systems Engineering Technical Operations Project Manager is a dual-hat role responsible for both project management (25%) and technical operations (75%), reporting directly to the SE Operations Manager.  The technical operations team represents the SE Functional Homeroom organizational on complex administrative matters related to hiring, communications , business and SP sector initiatives. The tech ops project manager implements and manages activities supporting functional initiatives. Along with reporting to the functional organization, the Manager supports a project team with responsibilities which include resource planning, onboarding, facilities management, security management, and cost account management. The selected candidate should thrive in a fast-paced work environment with high expectations, significantly diverse assignments, collaborative/team settings across all levels. Daily activities will include but are not limited to:

• Supports routine communication such as weekly newsletter, staffing charts, and directorate communications

• Leads SharePoint website development/maintenance and creates SharePoint surveys as needed

• Collaborates across programs to ensure processes are up to date and best practices are used throughout the organization

• Coordinates System Engineering process releases through monthly System Engineering Operations meeting

• Updates and audits of computer inventory, software lists, and user access lists

• Manage System Engineering Lab capital needs and computer security requirements

• Develop Conops for onboarding / transfers of clearances, as well as, managing known clearance access

• Manage Program requirement forecasting for the SE Functional Homeroom

• Manage on-boarding logistics for the SE Functional Homeroom

• Supports SE initiatives including Pathways, Critical Skills Management and Process Greening

• Manage project team and provide program management oversight including cost account management over the project scope

• Manage on-boarding logistics, labs, and facilities for the project team

• Provides leadership between project team, security, enterprise services, program managers, and division managers

Basic Qualifications:

• Bachelor’s Science degree in STEM (Science, Technology, Engineering, Math) discipline with 10+ years of engineering experience OR

• Master’s Science degree in STEM (Science, Technology, Engineering, Math) discipline with 8+ years of engineering experience

• Demonstrated experience in Systems Engineering and/or Space Systems Programs

• Active DoD Secret clearance or higher required

• Prior experience as a manager or a team lead.

• Prior experience with lab and area management

• Prior experience leading change control and review boards

• EVMS trained and 1+ year of Cost Account Management

Preferred Qualifications:

• Active DoD Top Secret and/or SCI clearance.

• Proficient with Microsoft cloud-based services

• Ability to multi-task and self-time manage working toward timely completion of assigned tasks

• Able to communicate effectively and clearly present technical approaches and findings.

• Demonstrated skills to plan, organize and develops solutions to complex problems

Flexible Schedules:  For example, the ability to work a 9/80 work schedule, which allows an employee to work a nine-hour day Monday through Thursday and take every other Friday off of work.

Salary Range: $122,200 USD – $183,400 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
