This opportunity resides with Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR), a business group within HII’s Mission Technologies division. Who We Are

HII-Mission Technologies seeks a highly qualified Chemical, Biological, Radiological, and Nuclear (CBRN) Operations Planner to support the United States Air Forces Europe – Air Forces Africa (USAFE-AFAFRICA). This position shall advise USAFE/AFAFRICA installation leaders as well as MAJCOM staff on ways to prepare for, prevent, respond to, maintain mission capability, and recover from threat events including major accidents, natural disasters, weapons of mass destruction, and wartime CBRNE attacks. As a CBRN Operations Planner, you are responsible for providing critical input and expertise in the development and execution of USAFE-AFAFRICA operational plans, ensuring mission readiness, and maximizing the effectiveness of Air Force operations amidst CBRNE threats. This position will require expertise in Air Force Operations Planning, Agile Combat Employment (ACE) planning, Theater Operations Plan (OPLAN) development, Unit Type Code (UTC) structure and employment, and CBRN defense planning. The CBRN Operations Planner will play a pivotal role in Huntington Ingalls Industries’ commitment to strengthening the medical preparedness and response capabilities of the U.S. Air Force in Europe, ultimately contributing to the defense and security of the region. This position is contingent upon funding and hiring actions may be delayed.

What You Will Do
Develop and implement comprehensive CBRN defense planning strategies and policies to ensure the safety and readiness of USAFE-AFAFRICA operations within the European theater.
Collaborate with USAFE-AFAFRICA leaders and staff to integrate CBRN defense planning into broader USAFE operations planning efforts, ensuring seamless coordination and execution.
Incorporate ACE principles into CBRN defense planning to enable rapid deployment and flexible combat operations, including the establishment of forward operating bases and dispersed operations.
Develop and maintain disaster and emergency planning and management plans, policies, and procedures, and provides advice and recommendations on all aspects of emergency planning and management at both the tactical and strategic levels.
Contribute to the development and refinement of theater-level OPLANs, ensuring that CBRN defense strategies and contingencies are integral components of these plans.
Assess and determine UTC requirements and employment strategies for CBRN response teams, ensuring that units are appropriately structured and positioned for effective CBRN response.
What We Are Looking For
6 years relevant experience with Bachelors in related field; 4 years relevant experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant experience.
Members must have at least three years of experience with Air Force Operations Planning, ACE maneuver planning, Theater Operational Plan (OPLAN) development, Unit Type Code (UTC) structure and employment, USAF CBRN Defense Planning, USAF Emergency Management Program Management and have at least 2 years of experience in MAJCOM Staff or higher.  
Knowledge is mandatory of the characteristics and effects of peacetime WMD and wartime conventional and CBRN weapons.
Possesses familiarity with the detection and identification of CBRN contamination, threat analysis, passive defense measures, and principles of contamination control.
Intimately familiar with related CBRNE technical information, policies, procedures, techniques, and equipment; and EM and contingency planning, training, operations, equipment supply procedures, directives, and policies.
Must be eligible for Technical Expert Status Accreditation (TESA) as issued by the DoD Overseas Contractor Personnel (DOCPER) office.
Must possess and maintain a minimum clearance of SECRET upgradable to TOP SECRET/Sensitive Compartmentalized Information.
Preferred: Bonus Points For…
Four years of experience in Major Command (MAJCOM) Staff or higher
Prior military service experience in the USAF as an Officer or Senior Non-Commissioned Officer (SNCO).
Prior work history with USAFE-AFAFRICA as a CBRN professional (e.g. active-duty service member, government civilian, or DoD contractor)
A willingness to continue learning and improving, sometimes in the context of assuming new responsibilities or duties.
