What you will do
Support analytical information needs by performing collection/requirement management in a multi-disciplined intelligence environment in accordance with the Tasking, Collection, Processing, Exploitation and Dissemination (TCPED) cycle
Identify and define gaps, conduct in-depth studies or reviews, and lead surveys to collect and analyze pertinent data for delivery of recommendations and solutions regarding Collection/Requirement Management capabilities and limitations. Refine and revise established methodologies for ISR collection strategies (domain and/or discipline-agnostic) in coordination with INDOPACOM Theater Components or national-level IC agencies
Develop and incorporate multi-INT collection strategies based upon asset/platform capabilities to provide comprehensive approaches to bridge intelligence gaps
Develop innovative requirements management workflows to assist in the management, organization, assessment, and determination for prioritization of Human Intelligence (HUMINT), Signals Intelligence (SIGINT), Open-Source Intelligence (OSINT), Geospatial-Intelligence (GEOINT), and Measurement and Signature Intelligence (MASINT) requirements
Integrate requirements across tactical, operational, and strategic levels of operations which include direct support to the planning and operations staff to identify capabilities and limitations of enemy forces and identifying potential enemy vulnerabilities
Participate in community working groups concerned with developing asymmetric planning and CONOP development
Shift work and other duties may be assigned, as necessary
What we are looking for
9 years relevant experience with Bachelors in related field; 7 years relevant experience with Masters in related field; 4 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 13 years relevant experience
Holds a Certified Collection Management Professional-Fundamentals (CCMP-F) level certification to adhere to core common collection management standards in the Defense Collection Management Enterprise (DCME).
Thorough understanding of the Joint Intelligence Process (JIP), how intelligence requirements become collection requirements, and detailed knowledge of collection management relationships throughout the Defense Intelligence Community.
Familiarity in the use of collection management systems/applications such as Geospatial-Intelligence Information Management Services (GIMS), the Planning Tool for Resource Integration Synchronization and Management (PRISM), the Community On-Line Intelligence System for End-Users and Managers (COLISEUM), National SIGINT Requirements Process (NSRP), National MASINT Requirements System (NMRS), HUMINT Online Tasking Requirements (HOTR), CHROME, OSCAR-MS, COUGAR, SAVANT, etc.
Experience with ISR Collection Management and briefing within the USINDOPACOM AOR intelligence enterprise or US Intelligence Community to include the following:
General knowledge of the USARPAC intelligence mission, and detailed knowledge of intelligence collection issues regarding the USINDOPACOM AOR to aid in the development of innovative, domain or discipline-agnostic collection requirements to address critical intelligence gaps
Detailed knowledge of various collection sensors, platforms, and sources, including associated collection strategies and tasking procedures
Detailed knowledge of a wide range of intelligence concepts, principles, and practices, as well as a comprehensive, intensive, and practical knowledge of intelligence policies, operations, tasking, and procedures to process, analyze, and report intelligence findings based upon theater and national tasking
Previous experience briefing senior leadership at the General Officer, Flag Officer, or Senior Executive Service level
Excellent written and verbal communication skills
Ability to proofread, edit, and finalize intelligence products for senior leader briefings
Valid US Passport 
Clearance: Must possess and maintain a TS/SCI clearance
Bonus points for…
10 years of experience supporting USINDOPACOM intelligence and or operations to include the following:
Completion of the Defense Intelligence Agency’s Collection Management Basic Course (CMBC), Collection Management Intermediate Course (CMIC), and/or Collection Management Advanced Course (CMAC).
Completion of the Defense Intelligence Agency (DIA) Intelligence Collection Management Course (ICMC), Intelligence Collection Course (ICC), MASINT Collection Management Course, Open-Source Collection and Reporting Management System (OSCAR-MS) Collection Requirement Writing Course, or any relevant DoD collection management course (e.g., Navy Collection Management Course (NCMC), Air Force ISR Operations Course (IROC), INDOPACOM ISR Collection Management Course (INDOPACOM ISRCM), etc.)
Clearance: TS/SCI with Poly preferred 

 

Physical Requirements
May require working in an office, industrial, shipboard, or laboratory environment. Capable of climbing ladders and tolerating confined spaces and extreme temperature variances.
