Our Joint All Domain Command and Control (JADC2) experimentation, demonstration, and Operational Assessment team is seeking a value stream leader (VSL)/program manager to lead a complex multi-disciplinary team to build upon ongoing Mission Engineering projects and stand up Mission Engineering across Mission Systems. The role is highly visible and dynamic both internally and externally. Internally, the VSL will be managing a team from across mission systems, and inputs from across Raytheon Technologies, as well as managing internally and externally funded project execution for Mission Engineering studies. The VSL will also regularly be responsible for interface with executive levels in the organization.
Externally, the VSL will work with business development and customers to ensure that customer mission threads are represented throughout the mission engineering simulations. Additionally, the VSL will be interfacing with the customers during strategic large scale exercises and after to show the utilization of the data collected to meet the customers’ needs and to model strategic operational threads.
Primary Responsibilities:
The VSL will lead our Mission Engineering team as it plans and executes strategic Mission Engineering studies, and utilize data that is collected during large scale customer events such as Project Convergence and Northern Edge. The VSL will also be involved in the planning of the exercises to ensure the appropriate collection of data that is operationally relevant to the government customers.
Stand up and institutionalize Mission Engineering as a service across Mission Systems.
Establish and oversee a plan within budget to ensure the appropriate level of facilities and resources are available for the execution of multiple Mission Engineering Studies.
Develop relationships across the Mission Systems customer base for Operational Assessment/Mission Engineering to drive collaboration with our customers and to show our broad range of capabilities to include datalinks and radios, networking and gateway solutions, multi-level security solutions, multi-spectral sensors, autonomy and machine learning solutions, edge computing and a host of other capabilities.
Due to the scale and complexity and to coordinate across multi levels of security and customers, significant travel may be required for this role.
Basic Qualifications:
Typically requires a University Degree or equivalent experience and minimum 12 years prior relevant experience or an Advanced Degree in a related field and minimum 10 years of experience
Must be a U.S. Citizen
Must have or be capable of obtaining a US Department of Defense (DoD) security clearance. Candidate selected will be subject to a government security investigation/reinstatement and must meet eligibility requirements
Experience formulating and developing qualitative and quantitative value propositions; strong strategic, creative, and critical thinking skills
Ability to build strong relationships; ability to work collaboratively across the enterprise
Proven ability to manage complex and multiple third party and government entities to a common ground is essential
Proven ability to coordinate a multi-disciplinary team across engineering and business development is required
Preferred Qualifications:
Knowledge of Collins Mission Systems technical capabilities is desired but not required
Prior experience with Mission Engineering or Operational Assessment is strongly desired
Candidate with an active DoD Top Secret Clearance with current SCI or SCI eligibility
The Preferred location(s) for this role are in Cedar Rapids, IA or Westford, MA
Prior leadership experience managing a geographically diverse team
