ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries. ? Amentum?is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs. ?

POSITION SUMMARY:
Amentum is currently seeking a qualified candidates to serve as Law Enforcement Advisors in any of the following locations Albania, Bangladesh, Bosnia and Herzegovina, Indonesia, Iraq, Jordan, Kenya, Kosovo, Mali, Montenegro, Niger, North Macedonia, Philippines, Senegal, Somalia, Tunisia and Ukraine. This position will be responsible for working with mid-senior level individuals and will focus on the following:
Training and mentoring a cadre of female law enforcement professionals who are currently involved in counterterrorism matters in key partner countries.
Developing the leadership skills necessary to succeed in their respective criminal justice systems while enabling them to build capabilities in their home countries to counterterrorism.
Promoting networking opportunities, career development training, and the advancement of successful women in law enforcement while promoting U. S. counterterrorism efforts abroad.
Providing technical assistance to build the capacity of counterterrorism law enforcement agencies to lead, recruit, retain and promote female police officers and to foster gender-inclusive environments, polices, and procedures as efforts to combat terrorism globally.
JOB DUTIES AND RESPONSIBILITIES:
Promote networking opportunities, career development training, and the advancement of successful women in law enforcement while promoting U. S. counterterrorism efforts abroad;
Assess partner country’s existing capacity and infrastructure for gender-inclusive policing strategies;
Provide host-governments with the knowledge, tools and skills to contribute to gender-inclusive law enforcement agencies;
Develop and implement curriculum for training on a variety of law enforcement topics, including recruitment, retention, performance standards and leadership;
Support host-country initiatives through on-the-ground and ongoing mentorship for key actors and agencies;
Assist, evaluate and advise ICITAP and DoS CT with strategy development to promote new and innovative approaches to engage women and minorities in the counterterrorism arena;
Work on the promotion and development of a sustainable professional network of women in counterterrorism law enforcement leadership;
Conduct regular TDY travel to selected countries for the purpose of mentorship, evaluation and assessment efforts.
REQUIRED SKILLS AND QUALIFICATIONS:
Able to obtain a US Government security clearance
Minimum of Bachelor’s degree from an accredited institution in international relations, law enforcement, justice studies, gender studies, public policy or related field; preferred Master’s degree;
Ten to twenty years experience in law enforcement, with preferred senior leadership rank;
Experience working overseas with high-ranking senior government officials;
Proven ability to advocate and provide policy advice in gender equality, diversity, women’s rights and women’s empowerment;
Demonstrated ability to liaise effectively with partner governments, foreign officials, and international organizations;
Knowledge and experience working with professional development networks in the law enforcement arena;
Familiarity and experience working with UNSCR 1325 Resolution on Women, Peace and Security;
At least one-year experience with a focus on training and/or curriculum development, and/or mentoring and advising in international missions, such as other State Department, UN, NATO, and/or OSCE missions;
Proven ability to exercise a high degree of professional judgement and diplomacy at all times;
Willingness to travel overseas to high risk areas for TDY assignments (3-6 months) ;
Experience working in rapidly changing environments and flexibility.
DESIRED QUALIFICATIONS:
Proficiency in a foreign language
Demonstrated knowledgeable of the law and the principles and the implementation of the Women, Peace and Security Act of 2017
